Di Jepun juga, pada bulan lepas dilaporkan terdapat gangguan rangkaian sehingga berhari-hari yang menjejaskan aktiviti pengguna, perniagaan dan perkhidmatan.<\/p>\n<p>Pada jam 1.39 pagi 2 Julai hari Sabtu, jutaan pengguna kehilangan isyarat rangkaian kerana syarikat telekomunikasi di Jepun, KDDI mengalami gangguan perkhidmatan. Bagi sesetengah pengguna di Malaysia, perkara ini mungkin tidak mendatangkan kesan yang besar kerana berlaku di awal pagi ketika kebanyakan pengguna sedang nyenyak tidur.<\/p>\n<p>Bagaimanapun, kerja-kerja pembaikannya mengambil masa yang panjang hingga ke petang hari Isnin berikutnya. Hanya pada hari Selasa, kerja-kerja pembaikan tersebut secara rasminya selesai dilakukan.<\/p>\n<p>Secara keseluruhannya, waktu tergendala ini mengambil masa lebih dari tiga hari yang menjejaskan sekurang-kurangnya 30.91 juta pengguna mengakses ke perkhidmatan yang melibatkan data internet, panggilan dan SMS. Gangguan ini juga menjejaskan sistem perbankan, perkhidmatan penghantaran parcel dan juga kereta bersambungan Internet.<\/p>\n<p>Gangguan ini juga memberi kesan terhadap pemancaran data suhu dan kelembapan masa nyata dari sistem pemantauan cucaca wilayah milik Agensi Meteorologi. Dari 1,300 stesen pemantauan di seluruh negara, 550 daripadanya berhenti memancarkan data ketika gangguan tersebut berlaku. Agensi kerajaan berkenaan juga meminta syarikat telekomunikasi KDDI mengambil langkah bagi mencegah insiden tersebut dari berulang.<\/p>\n<h2><strong>Syarikat telekomunikasi perlu lebih bertanggungjawab<\/strong><\/h2>\n<p>Masalah gangguan ini dipandang serius oleh Menteri Dalam Negeri dan Komunikasi Jepun Yasushi Kaneko yang mendakwa KDDI tidak memenuhi tanggungjawabnya selaku operator telekomunikasi.<\/p>\n<p>Kesan daripada gangguan tersebut juga telah membuatkan kerajaan Jepun memutuskan untuk mewujudkan jawatankuasa yang terdiri dari pakar-pakar untuk memastikan isyarat telekomunikasi ditukar ke\u00a0<em>roaming<\/em> ketika berlaku kecemasan bagi membolehkan rangkaian syarikat telekomunikasi yang terjejas mengakses ke rangkaian syarikat telekomunikasi lain.<\/p>\n<p>Selain dari sistem pemantauan cuaca, gangguan ini turut memberikan kesan terhadap fasiliti kesihatan untuk berhubung doktor yang bertugas, serta khidmat pemandu membuat penghantaran oksimeter kepada pesakit-pesakit, menurut Menteri Kesihatan Shigeyuki Goto.<\/p>\n<p>Gangguan rangkaian tersebut dilaporkan berpunca dari penghala (router) panggilan suara yang digantikan ketika penyelenggaraan berkala dilakukan. Kerja-kerja tersebut mengakibatkan peningkatan aliran trafik hingga mengakibatkan KDDI mengurangkan akses pengguna. Masalah-masalah teknikal lain yang berterusan juga mengakibatkan masalah sambungan menjadi lebih sukar untuk diselesaikan dengan segera.<\/p>\n<p>Jumaa lalu, syarikat telekomunikasi berkenaan KDDI telah menyatakan hasrat untuk membayar ganti rugi sebanyak 7.3 billion yen (RM243.1 juta) kepada semua pelanggan rangkaian mudah alihnya.<\/p>\n<p>Selain mengaku bertanggungjawab atas gangguan tersebut serta memastikan kejadian yang sama tidak akan berulang, Pengerusi KDDI Makoto Takahashi secara sukarela memotong gajinya sendiri sebanyak 20% selama tiga bulan.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Pengguna rangkaian telekomunikasi di Malaysia pastinya masih lagi ingat tentang gangguan bekalan elektrik baru-baru ini yang turut mengakibatkan gangguan rangkaian telekomunikasi.
